The Community Preservation and Development division of the Administrative Services Department provides overall program administration and coordination for all long-range community planning, zoning and land use, building and construction activities, and environmental health and nuisance control programs. Community Preservation and Development is managed by Director Jim Testin.
Building Division
The Building Division provides enforcement of the City Adopted Building Codes to insure that all construction conforms to acceptable standards of safety and quality. This includes review of all building plans for code compliance (including building, plumbing, electrical, fire safety and flood control codes), issuing of building permits, conducting construction inspections, and investigating complaints.
All contractors must have the proper registration on file with the City of Park Ridge.
Construction hours: (including deliveries and any type of noise)
- Monday through Friday, 7 am – 7 pm
- Saturday, 8 am - 5 pm
Construction is prohibited on Sundays and holidays, even if the work is done entirely indoors.
Exception: Construction work that does not require fencing around the construction site may be done on Sundays and holidays between 8 am - 5 pm.

Environmental Health Division
The Environmental Health Division fosters the health and safety of citizens through:
- Food service and other business inspections to enforce health and sanitation standards in places of public accommodation
- Business registration
- Property maintenance compliance
- Enforcement of animal and pest control regulations
- Nuisance control to preserve the quality of life by minimizing irritants and nuisances and providing for the comfort and well-being of citizens, including the enforcement of codes pertaining to noise, lighting, weeds, litter, refuse and alley maintenance

Mosquito Abatement:
Maine Township and Norwood Park Township residents of Park Ridge are served by the
Northwest Mosquito Abatement District which sprays frequently during the season. Leyden Township residents are served by Leyden Township which also provides frequent spraying.
Planning Division
The Planning Division regulates development within the City to facilitate the preservation of the desired character of the community.
The Division encourages appropriate development through the enforcement of the City's land use policies and regulations, and to the general public of development proposals

Zoning Division
The Zoning Division is responsible for defining, maintaining, and enforcing compliance with the Zoning Ordinance and other adopted standards. The zoning coordinator conducts plan reviews and inspections and handles all property transfers. This division responds to Zoning Ordinance violations and proceeds with actions to restore or retain compliance complaints.
