Q:Automatic Wellness Check/Emergency Notification
A:The City participates in a resident/employee notification system that can be used to notify citizens by telephone in emergencies or to provide citizens with important announcements. The system will also allow the City to conduct automatic wellness checks of senior citizens or disabled residents. Residents who sign up for the wellness check program receive daily calls to check on their well being. If the person doesn't answer, a follow up call will be made, and if there is again no response, a police officer will be sent to check on the resident.

Q:Bicycle Registration
A:Residents may register their bicycles at no charge with the Park Ridge Police Department. Bring your bike to the Police Station entrance at 200 Vine Avenue, or go to the Cashier's Desk in City Hall and fill out a registration form. You need to know the brand name, the model style and the size of the bike.  A tag will be issued to place on your bike and you will receive a copy of the registration.  Bicycle registration greatly increases your chance of recovering your bike if it is ever lost or stolen.

Q:Birth Certificates
A:

Park Ridge does not issue birth certificates and does not provide copies of birth certificates.
The Cook County Clerk's Vital Records Office keeps official records of births that occur in Chicago and suburban Cook County. Under state law, you may legally obtain a certified copy of your own birth certificate and/or the birth certificate of your child (your name must appear on the child's birth certificate).

Q:Block Parties
A:The City requires groups to fill out an application, available at City Hall, for a street closing, and requires the signatures of all neighbors, indicating their cooperation.  A request for a special visit by a Fire Department vehicle should be made at least a week prior to the event by calling 318-5283. The Fire Department can only attend six block parties per day and are scheduled on a first-come, first-served basis. (If an emergency occurs, the fire vehicle may not be able to make an appearance.) Residents may also rent a sports equipment picnic kit from the Park District (692-5127) for $10; a returnable deposit of $50 is required. Click here for  Block Party Rules and Application.

Q:City Holidays
A:City holidays that affect residential waste and branch collection are New Year's Day, Memorial Day, Independence Day, Labor Day, Thanksgiving and Christmas Day. Pickup will be the next working day.

Q:Consumer Protection
A:The City of Park Ridge does not operate a consumer protection bureau to respond to complaints associated with Park Ridge businesses. Unless the complaint is about a matter governed by City ordinance, consumer protection is handled by the Illinois Attorney General’s office and complaints may be filed by calling 312-814-3580. If you have a complaint that relates to a health issue, call 847-318-5460.

Q:Curfew
A:

Persons under the age of 18 may not be on the street without a parent or guardian between midnight and 6 a.m. on Friday and Saturday, or between 11 p.m. and 6 a.m. Sunday through Thursday.

Q:Garage Sales
A:

The City requires residents to get a garage sale permit for every garage sale. There is no charge for the permit.  No more than three permits will be issued for the same location in any calendar year. Each permit will be good for a garage sale of not more than three consecutive days and only between the hours of 8 a.m. and 8 p.m. The permit must be displayed at the location of the garage sale. Conducting a garage sale without a permit will result in a fine of not less than $50.

Q:Handicapped Parking Program
A:Red temporary disability parking permits, valid for up to 90 days, are available on a same-day basis at City Hall, township offices and driver services facilities. An application form and a physician's certification form is also required. The permit authorizes the handicapped card owner to park in spaces designated for use by handicapped individuals. Blue permanent and long-term disability parking placards can be issued only by the Secretary of State’s Springfield office, and are valid for up to four years. Applicants must have their physician complete a certification attesting to the applicant’s eligibility under new state guidelines. Forms are available at City Hall or township offices. Misuses of the permit can result in a fine up to $1,000 and a 30-day driver’s license suspension. Motorists illegally using a permit to park free in a metered space can be fined $100.  Police are now authorized to enforce parking laws on private property, including malls and grocery store lots. Q:Large Branch and Tree Removal
A:

Total tree removal on private property is the responsibility of the owner. Any qualified tree service company listed in the classified section of the telephone book may be used. A permit may be required for a total tree removal.

Q:Leaf Raking
A:Raking leaves into the street is not permitted in Park Ridge. A violation carries a $50 minimum fine. Leaves should be placed in approved yard-waste bags or yard-waste carts.

Q:Outdoor Water Restrictions
A:Outdoor water restrictions are in effect from May 15 through September 15. Residents may use water outdoors only on even or odd-numbered calendar days, corresponding with the last digit of their house number.  Zero is considered an even number. Outdoor water use includes use on lawns, gardens, trees, shrubs and for washing vehicles. A special permit for watering newly installed sod, valid for two weeks, can be obtained at the Public Works Department at City Hall. Call (847) 318-5228 for more information.

Q:Snow Parking Restrictions
A:Parking is prohibited on both sides of streets designated as snow routes, after 2” of snow has fallen, until 24 hours after the snow stops. Residents may call 847-318-6101 for a recorded message as to whether snow parking restrictions are in effect. Most main streets are posted as snow routes. Vehicles parked there during snow parking restriction times will be ticketed and towed at the owner's expense. Parking is also prohibited as posted on the north and west sides of all other residential streets after 2” of snow has fallen, until 24 hours after the snow has stopped. If snow falls during the night, vehicles parked in violation of snow parking restrictions will be ticketed.

A:The City accepts American Express, Discover, Master Card and Visa for payment of any bill due the City, such as water bills, vehicle/pet licenses, traffic fines, building permits or damage to City property. Charge cards are only accepted when the card is presented in person by the purchaser. No phone or mail credit card charges will be accepted.

Q:Political signs
A:

What are the rules for political (temporary) signs in residential areas?

The following restrictions apply to all temporary signs, including political signs:
Signs cannot exceed six square feet in area, nor five feet in height
Not more than 20 square feet of total temporary signage is permitted on any zoning lot
Signs cannot be posted more than 60 days prior to the election
No temporary sign is permitted within any public right-of-way, including the parkway
No signs may be attached to a tree or utility pole
No inflatable signs or tethered balloons are permitted

Q:Residential Solicitors
A:To prevent door-to door solicitors from calling at your home, a “No Soliciting Allowed” sticker, available from the Administration Department at City Hall, must be displayed. Any organization wishing to solicit in residential areas is required to obtain a Certificate of Registration from the City Clerk’s office, and residents should check to see that a solicitor is wearing the appropriate badge.

Q:Senior and Handicapped Citizens Taxicab Service
A:Park Ridge residents over the age of 62 and the handicapped are eligible to participate in the City's subsidized taxicab program. This provides a discount of $1.50 on all taxicab rides using Park Ridge Taxicab, Inc. Subsidy cards are available at City Hall with proof of age and residency. For further information call 318-5200.

Q:Residential Waste Disposal (garbage)
A:

Collection is made once each week by Arc Disposal Company at the curb or alley, on the scheduled day for single and two-family dwellings. Collection is made between the hours of 7 a.m. and 6 p.m. Refuse must not be placed on the parkway prior to 5 p.m. the day before collection.

Refuse for single family residences must be placed in carts provided by ARC Disposal.  Occasional overflow refuse may be placed in plastic bags next to the filled cart, provided they are sstored prior to pickup day to prevent them from being torn and the contents strewn.

Q:Tree Removals
A:

Parkway Tree Removals - Parkway tree removals are performed by the City of Park Ridge. If you are concerned about the health of your parkway tree please call the Forestry Division at (847) 318-5242.

Private Tree Removals - A permit is required for any private tree removal 10 inches or greater in diameter (measured 45 inches from the ground). A tree removal application may be applied for in the Building Department. For any tree removal questions, please call the Forestry Division at (847) 318-5242.

Q:Yard Waste Disposal
A:Yard waste, including grass clippings, tree and shrub trimmings and leaves cannot be mixed with regular household refuse by state law. The City's contractor for yard waste disposal is Arc Disposal Company, Inc., 2101 S. Busse Road, Mt. Prospect, IL  60056  (847/ 981-0091) Collection is made once each week, at the curb, or in the alley where applicable, for single and two-family dwellings, on scheduled garbage days, beginning in early April and continuing through mid-December. If you live in a multiple family dwelling, please call the disposal company to find out about the specific collection program for your building. Yard waste, including grass clippings, tree and shrub trimmings and leaves shall not be mixed with regular household refuse. These materials shall be placed in specially designated biodegradable 30 gallon paper bags available at local retail stores or in a 90 gallon cart that can be purchased from the collection agency at cost and clearly marked "Yard Waste." The yard waste bags need not be tied; the use of wire, nylon, or plastic ties is prohibited.
Yardwaste generated by a contractor will not be collected.

Q:How can I buy one of the City's used cars?
A:When an item or vehicle has been declared surplus due to age or condition and the item is not being traded in, the City of Park Ridge conducts a public auction. This is either held as a sealed bid auction or through the Northwest Municipal Conference auctions that are held several times a year. In either case, the auction will be advertised in a local paper and it will be posted on the City’s website.

Q:How do I get on the City's bidders list?
A:

The City of Park Ridge does not maintain an official bidders list. If you want to do business with the City, you may send information about your company/product to the office of the Purchasing Agent. If he feels there might be a future interest in this product, he will put it in a folder with similar products. Generally, contractors interested in doing work on large projects such as street resurfacing, alley reconstruction or other public projects need to have an IDOT certification. Others interested in doing business with the City should contact the office of the Purchasing Agent at 847/318-5215 to make an appointment.

Q:When do I need a building permit?
A:

A building permit is required for the construction, alteration or additions of any building or structure, including but not limited to:

  • The removal of any wall or portion thereof.
  • The removal or changing of any structural beam or bearing support.
  • The removal or changing of any required means of egress.
  • Rearrangement of parts of a structure affecting the exit requirements.
  • Construction or resurfacing of driveways and off street parking facilities.
  • Construction of all flat work.
  • Installation of siding in excess of one hundred (100) square feet.
  • Deck, porch, stair and stoop construction or replacement.
  • Installation or alteration to an elevator.
  • Exterior door or window replacement or installation involving structural changes.
  • Addition to, alteration of, replacement or relocation of any standpipe system, water supply, plumbing, sewer, drainage, gas, soil waste, vent or similar piping, electrical wiring, heating, air conditioning, or other mechanical components.
  • The construction of any fence, sign, shed, or garage.
  • Altering any land grade or to remove a tree with a diameter of 10 inches diameter at breast height (DBH) or greater.
  • Installation of a swimming pool, any accessory structure or a solar collector.
  • A permit is not required for any repairs to a building or structure that will not result in the installation or relocation of any electrical, plumbing, or mechanical system or for any decorating of any building or structure.

Q:What are the allowable construction hours in Park Ridge?
A:

Construction hours (including deliveries and any type of noise) are from 7 a.m. to 7 p.m., Monday through Friday, and 8 a.m. to 5 p.m. on Saturdays. Construction is prohibited on Sundays and holidays, even if the work is done entirely indoors. Exceptions are construction work that does not require fencing around the construction site, where work may be done on Sundays and holidays between 8 a.m. and 5 p.m.

Q:How do I register a complaint about my contractor?
A:In general the City can only regulate code related issues. Most issues are between the contractor and the owner. Review your contract. Consult your attorney. Submit a complaint in writing to the Building Administrator. The City maintains a copy in the Community Planning and Development Department, at the front counter, and display to all whom request to view the complaint book.

Q:What are the construction environment regulations?
A:

Construction hours:
Monday through Friday:  7 a.m. – 7 p.m.
Saturday, 8 a.m. - 5 p.m.
No construction is allowed on Sundays or Holidays. Exception: Construction work that does not require fencing around the construction site may be done on Sundays and holidays between 8 a.m. and 5 p.m. 
Fencing: All demolition and new construction shall have a six-foot high chain link fence installed and maintained around the perimeter of the construction site. Plastic snow fencing is permissible tobe used to enclose the construction area for room additions and other minor construction projects and to encircle trees being protected.
Address numbers shall be posted on each and every unit, front and back, on all fences, seen from all the streets.
Site, city sidewalks, city streets, etc shall be maintained clear, clean, orderly, and unobstructed.
Dust is prohibited; demolition shall be sprayed with water.
Sidewalks shall have pedestrian protection, if open.

Police
Q:What are my options when I receive a traffic ticket?
A:

1. If the officer who issues the ticket to you also gives you a Court Diversion Envelope, you have three options. You may plead guilty and pay the citation, either by mail or in person at the court. You may plead guilty and attend traffic safety school, if eligible (it's explained on the envelope). If you pass the class, the conviction will be considered a supervision and not be entered on your driving record at the Secretary of State's Office. If you fail the class or do not attend the class, then a conviction will be entered upon your record. You may also mail the envelope in to request a court date to contest the ticket.

2. If the officer who issues the ticket to you assigns you a court date and the MUST APPEAR box is also checked, then you must appear on the date and time assigned to you. The officer has no discretion on these violations as this is mandated by law.

3. If the officer who issues the ticket to you assigns you a court date and the MUST APPEAR box is NOTchecked, then you may either appear on the date assigned or pay the ticket at the courthouse prior to the assigned court date.

Q:What are my options when I receive a parking ticket?
A:You have three options when you receive a parking ticket: You may send in the payment (make checks payable to City of Park Ridge), you may come to the police department 24 hours a day and request a court hearing, or you may dispute your ticket, if you feel the officer was in error, at the police desk Monday through Friday 7am to 3 pm.

Q:When are city stickers due and how do I go about getting one?
A:City stickers are valid from June 15th of the year of purchase to June 15th of the following year. If you purchase a vehicle after June 15th, you MUST purchase a city sticker. You may not wait until the following year. You may purchase city stickers in the cashier's office at City Hall (505 Butler Pl), Monday - Friday 8am - 5pm.

Q:What do I do if I lose or find a pet?
A:If you have lost a pet, you can call the police department 24 hours a day and report your missing pet. We take all the information necessary in case we find your pet, to ensure that it is safely returned to you. If you find a lost animal, check to see if there are any tags. If there is a name and number on the tag, you can contact the owner of the pet directly. If you cannot locate an owner, you may call the police department and we will dispatch an officer to pick up the animal. We then impound the animal to Northwest Animal Hospital located at 2024 S River Rd in Des Plaines, 847-296-3112 until an owner comes to claim it.

Q:What should I do if I see an injured animal?
A:If you see an injured animal, do not attempt to move or dispose of the animal yourself. Call 9-1-1 or our non-emergency line (318-5252) and we will dispatch an officer.

Q:What do I do if I have an animal in my house?
A:If an animal is in your house, excluding garages, attics, un-finished basements and chimneys, you may call 9-1-1 and we will dispatch an officer to try and remove the animal.

Q:Do I need a permit for a garage sale?
A:

A permit is required by the City of Park Ridge if you are having a garage or yard sale. Know the dates of your sale. If you are having an estate sale and everything will be indoors, you do not need a permit. You can have three garage sales a year, and each can be for three consecutive days, operation times from 8am to 8pm. All applications for a garage sale must be made on-line.

Q:Do I need to register my alarm system?
A:If you install an alarm system in your home or business, you must register with the Police Department. There is a one-time registration fee of $50 and we ask that you fill out a registration form with your keyholder information. To get a registration packet, you may call the police desk (318-5252) and have one mailed to you, or you may stop in and pick one up.

Q:How do I obtain a copy of a police report?
A:

The Records Department is open Monday - Friday 9 a.m. - 5 p.m. You will need to complete a Freedom of Information Act request form,which can be obtained from the Police Department website at www.parkridgepolice.org, or you may call 847-318-5307 to request one be faxed or mailed to you. You may return the completed form in person, by mail, or by fax at 847-318-5308. All requests will be processed and responded to within 7 business days.  All fees for copies of reports are listed on the Freedom of Information Act request form and all checks should be made payable to the City of Park Ridge.

Q:Can I put a "For Sale" sign on my car?
A:The City of Park Ridge has a local ordinance stating that you cannot have a "For Sale" sign on a vehicle if it is parked on public property. If the vehicle is on private property, you may display a sign in the vehicle.  The vehicle must also have proper registration to be on public/private property.

Q:What are the curfew laws in Park Ridge?
A:The curfew in Park Ridge is from 11:00 pm - 6:00 am Sunday through Thursday, and 12:00 am - 6:00 am Friday and Saturday for anyone under the age of 18. The Pickwick Plaza (pedestrian plaza between Northwest Hwy and Summit Ave on the east side of buildings fronting Prospect Ave) has a curfew from 9:00 pm - 6:00 am for anyone under the age of 18.

Q:Can I park my truck on the street?
A:Trucks with class "A" or "B" license plates and/or over the gross weight of 8,000 lbs cannot be parked on the street.  If you have a truck, it must be in a garage, behind the line of the house, or in the alley. If you have any questions regarding exemptions or corner lots, please contact the Zoning Department at 318-5291.

Q:Does the Park Ridge Police Department do fingerprinting?
A:Fingerprinting is done by appointment only, and for Park Ridge residents only. To make an appointment you can call the police desk 24 hours a day (847-318-5252). We do NOT do fingerprinting for immigration/naturalization purposes. For a designated print service call 1-800-375-5283.

Q:What do I do if I live on a street with Resident Permit Only signs and I have someone visiting?
A:If you have a guest, you may call the Park Ridge Police non-emergency number, 318-5252, and request parking permission. We need the make and color of car and, if possible, the license plate. If the guest will be staying more than 24 hours, we ask that you come in to the department and get a temporary permit.
