Police Community Advisory Board Being Formed

The Park Ridge, IL Police Department (PRPD), in collaboration with the Center for Public Safety and Justice (CPSJ) at the University of Illinois at Chicago, was recently awarded a grant from the U.S. Department of Justice, Office of Community Oriented Policing Services which facilitates the chartering and installation of a Community Advisory Board (CAB) to partner with the Park Ridge Police Department.

The President’s Taskforce on 21st Century Policing identifies six main topic areas or “pillars”: Building Trust and Legitimacy, Policy and Oversight, Technology and Social Media, Community Policing and Crime Reduction, Officer Training and Education, and Officer Safety and Wellness. The development of a CAB will serve to enhance the first two pillars. An outcome of this initiative will be to establish a CAB as a partner in the planning and execution of PRPD activities and to provide an increase in transparency and legitimacy of the department’s actions on behalf of the community. The overarching goal of this project is to develop an innovative community policing strategy by establishing a CAB with procedural justice as its foundation. To accomplish this goal, PRPD will leverage existing knowledge gained through procedural justice training already received by department staff and expand on that training to operationalize the pillars of procedural justice. The first step in this process will be to conduct two community-police Town Hall meetings to introduce the CAB model and to serve as listening sessions to understand the community’s needs, concerns and questions. Once formed, the CAB itself will meet monthly to advise PRPD and to be briefed on activities that occurred since the last session. These sessions will focus on key issues pertaining to action items internal and external to PRPD and will serve as listening, planning and strategy sessions moving from discussion and debrief to implementation with a focus on collective action. This cycle will be repeated for each meeting with adjustments to strategies and areas of focus should evidence suggest a shift in needs or when successful implementation of efforts are realized. This strategy of building understanding, intentional formulation of the CAB and consistent engagement and action on the part of the CAB and PRPD will create momentum for the department and community in addressing community concerns and increasing the legitimacy of the department and its actions.
