Recreational Cannabis Public Hearing

In the November 2020 general election, approximately sixty percent (60%) of Park Ridge voters responded “yes” to an advisory referendum question that asked, “Shall the City of Park Ridge allow the retail sale of adult use recreational cannabis products at dispensary businesses licensed by the State of Illinois?” Currently, all cannabis business establishments, including dispensaries, are not permitted anywhere in Park Ridge.  Therefore, the City has applied for zoning text amendments that would open up an allowance for adult use retail cannabis businesses only. Other adult use cannabis businesses, such as cultivation centers/growers, transporters, infusers, or lounges, would remain prohibited.

As with any zoning text amendment, a public hearing will be held by the Planning and Zoning Commission on Tuesday, January 12, 2021, at 7:00 pm. The public is welcome and urged to participate. Because of the COVID-19 disaster, this hearing will be held remotely, but there are multiple ways to participate or comment, either in advance or in real time. Those who wish to submit a written comment in advance may email John Carlisle before 5:00 pm on Tuesday, January 12. Participants wishing to comment during the appropriate time on the agenda should use the following link to register: After registering, you will receive a confirmation email containing information about joining the webinar. Webinar participants can either type comments in the chat function or speak when you are recognized.

The Planning and Zoning Commission will consider various issues such as where within city boundaries a dispensary may be allowed, what operational and physical restrictions and requirements should be enacted, and which approval process would be most appropriate for potential future dispensaries. This hearing does not include consideration of a specific application for a dispensary on any particular site or property. The commission will vote on a recommendation regarding proposed regulations, but their decision is not final. The Park Ridge City Council has final authority to approve, modify, or deny any proposed changes. The City Council is expected to take up the issue at a date to be determined, subsequent to the Planning and Zoning Commission public hearing.

By Friday, January 8, the proposed amendments and staff memorandum for the public hearing will be posted to the City’s events webpage.  Go to the PLANNING AND ZONING COMMISSION – VIRTUAL MEETING item and, once it is available, click on the “Agenda” link. Within the agenda, click on the “Memorandum” link. Those with questions may contact John Carlisle, AICP, Senior Planner via email or by phone at 847-318-5465.
